  8. One would have to be on another planet to be unaware of the
  9. massive, revolutionary social changes that have been pro-
  10. posed by the Clinton Administration regarding mandatory and
  11. universal health care coverage.  As of March, 1995, the
  12. momentum of the rush towards massive health care reform ap-
  13. pears to have been slowed greatly, since no health care bill
  14. passed in the last session of Congress.

  16. While the new Congress may take up the subject again in
  17. 1995, public enthusiasm for major changes appears to have
  18. cooled, and the Republican victory in the November, 1994
  19. Congressional elections is likely to further slow any move-
  20. ment towards a federal overhaul or takeover of the health
  21. care industry, particularly since private sector changes
  22. in the health care delivery system have already begun to
  23. reduce the high rate of cost inflation that has prevailed
  24. in the medical care industry for many years.

  26. However, one should not yet declare "health care reform" to
  27. be a dead letter.  Health care costs are still devastatingly
  28. high and still rising, albeit at a somewhat slower rate, and
  29. many individuals and small firms are being priced out of the
  30. market.  Small business, which is likely to be hurt most by
  31. any type of changes similar to the Clinton plan, is likely
  32. to continue to strongly oppose enactment of any major and
  33. radical changes that would require the MANDATORY provision
  34. of health insurance to employees by their employers.
